Suspects in off-duty deputy’s death out on bonds for unrelated murder charges!

Houston, Texas (KTRK) – Both suspects in the off-duty death of Representative Omar Orsen in Harris County Constable 3 have been arrested off-duty in connection with other murder charges.

Ahsim Taylor Jr. and Gayland Womack, both 20, were charged Friday with the murder of Orsen.

The 37-year-old lawmaker was killed in Atascoeta while driving home after collecting food for his family.

Thirteen investigators found Taylor charged with premeditated murder on June 14, 2021, and Womack charged with murder on January 3, 2021.

Countywide, defendants were released on bail in 61% of the 589 murder charges filed last year, according to data from the Harris County Bureau of Justice and Safety. It’s more than doubled since 2018.

Taylor was out on a $75,000 bond presented by Harris County Criminal Court Judge Amy Martin at the time Ursin was murdered. He was ordered to wear a GPS device to monitor the ankle.

Womack’s bond for murder was set in 2021 at $35,000. He violated the terms of that initial bond, raised it to $75,000, but mortgaged it again.

Our investigation found that Judges Martin and Glass had slightly more bail than the county average.

Across Harris County, 62% of criminal defendants are on bail, according to our analysis of Harris County courthouse data for August.

In Martin’s court, 66% of the 986 defendants with active criminal cases were out on bail. The rest are still in prison.

In Glass Court, 63% of the 2,263 defendants with active criminal cases are out on bail.

Martin and Glass both lost their primary elections and will not be off the bench in January.
